The quality of local democracies: A study into the functionality of municipal governance arrangements
This study examines the legal framework for municipal governance and analyses whether, in practice, the relationships follow the pattern as intended in the law. More than thirty interviews were conducted with office-bearers, councillors and officials in five municipalities which differed according to size, location and success levels.

Since 1994, there has been a widely observed commitment in South Africa to participatory governance within both government and civil society, which has been given legal standing and encouragement through the country’s Constitution and other pieces of progressive legislation. The key financial policy objectives for sustainable local government in South Africa are derived from constitutional obligations. These obligations require municipal organization, planning and budgeting systems to equitably target the provision of basic services and socio-economic development for all citizens. Municipal budgets and municipal infrastructure grants are the main policy instruments that direct the expenditure stance of municipalities in achieving the infrastructure service delivery targets.
District Intergovernmental Forums: A preliminary assessment of institutional compliance with the IGR Framework Act (2006)
This report evaluates the formal and substantive compliance of district municipalities with the IRFA, in particular the nascent forums and their legislated activities. Did the forums comply with the specific provisions, as well as the objectives, of the Act – effecting cooperation and coordination? This report therefore seeks to evaluate the formal compliance of districts to the provisions of the IRFA and analyse the progress made in adhering to its goals. This is therefore a post IRFA assessment that aims to examine and assist in the implementation of the Act at district level.
A preliminary assessment of institutional compliance with the IRFA (2006)
This report evaluates the formal and substantive compliance by provinces and district municipalities with the requirements of the IRFA, in particular the nascent forums and their activities. Formal compliance refers to the strict compliance with the requirements of the Act, while substantive compliance refers to the functioning of the fora, what they discuss, its effectiveness and the like. It goes to the legislative purpose of the forums. This report therefore seeks to provisionally assess the formal compliance of provinces and districts to the provisions of the IRFA and analyse the progress made in adhering to its goals. This is therefore a post-IRFA assessment that aims to examine, and assist in, the implementation of the Act.
