Profs Steytler & De Visser train Kenyan Judges on devolution

The judiciary in Kenya is increasingly called upon to resolve disputes about devolution. Last week, the Kenyan Judiciary Training Institute (JTI) organised a four day training programme on devolution for members of the judiciary. The training was organised in collaboration with the Katiba Institute.

The training programme was aimed at exposing magistrates and judges to comparative jurisprudence on devolution in Kenya, South Africa and Canada. Prof Nico Steytler, Prof Jaap De Visser and Dr Conrad Bosire of the Community Law Centre (Dr Bosire is attached to both Katiba and the Community Law Centre) took part in the training.

 

The programme consisted of sessions on dispute resolution, subnational powers, the Bill of Rights, intergovernmental finances etc. The conference was opened by Kenya's Chief Justice, Willy Mutunga and attended by senior and junior judges who participated in a frank discussion about the challenges surrounding devolution in Kenya.
