Up one levelThe Centre has two joint projects, namely the Privatisation Project (Local Government and Socio-Economic Rights Projects) and the Housing Project (Gender and Socio-Economic Rights Projects).
Privatisation Project
In South Africa, local government has been the key state agent mandated to effect service delivery in the areas of water, sanitation, electricity, and housing. The pursuit of the policy of privatisation has seen municipalities on the lookout for private partners in service delivery as an inescapable option. Thus, the White Paper on Municipal Service Partnerships states that "it has been conservatively estimated that the total cumulative [municipal service] backlog is about R 47 - 53 billion, with an average annual backlog of R 10,6 billion (...) if these backlogs are addressed through public sector resources alone, many communities will receive adequate services only in the year 2065."
Housing Project
The aim of this project is to strengthen the capacity of informal community structures to promote the realisation of women and girls’ rights to have access to adequate housing as a means of reducing their vulnerability to HIV/AIDS.
