He joined Local Government project in March 2009 as a doctoral intern. His research focuses on analyzing the Ethiopian local governance system. In particular, his research examines the democratic and developmental nature of the Ethiopian local governance system and its expediency in allowing minority ethnic groups to exercise their constitutional right to self-governance.
Prior to joining the Community Law Center Zemelak worked as assistant judge in the Ethiopia Federal First Instance Court from September 2004 to May 2005 and as instructor of law in Jimma University (Ethiopia) from May 2005 to January 2008
