Douglas joined the Local Government Project in June 2008 as a doctoral intern.  His main area of focus is the constitutional and legislative framework that posits local government in Uganda. State institutional reconstruction at local level forms part of his thesis, especially how local government enhances local democracy, local development and peaceful co-existence amongst the diverse communities in the country. Douglas holds a Post-Graduate Diploma in Legal Practice from the LDC, Kampala, an LLB degree (upper) from Makerere University, and an LLM degree in Human Rights and Democratisation in Africa from the University of Pretoria. He also holds a Post-Graduate Diploma in Decentralisation and Federalism (suma cum laude) from the Institute of Federalism, University of Fribourg. He has published in the areas of electoral violence in Uganda, gay and lesbian rights advocacy in Uganda and decentralisation law and policy in Uganda. He has worked as a magistrate in Uganda for 14 years. He is a member of Uganda Judges and Magistrates’ Association (UMJA), the East African Judges and Magistrates’ Association (EJMA) and the Commonwealth Judges and Magistrates’ Association (CJMA). He is an enrolled advocate of the High Court of Uganda.
